California Senator Barbara Boxer said that the Obama administration could pledge to make firm reductions in greenhouse gas emissions at the Copenhagen summit in December, according a New York Times article written on Monday.

In Boxer’s view, this pledge could come even if climate change legislation has not been passed Congress before Copenhagen.  Boxer has publicly lauded Obama for emphasizing energy efficiency and mass transit in both the budget and stimulus package. Boxer, the chairwoman of the Senate Environment and Public Works Committee, has said that climate change legislation could move on to the next step in the process “soon.”
